Windows Blinds-esque program?

You should look into modding his uxtheme.dll file. It's free, it allows you to download whatever skin you want that's available for free (there's a lot across the internet, especially Deviant Art), and you don't use any 3rd party program to do it other than during the modding process. Google it.

I used to work at TGTSoft; they made StyleXP (they were the first to make a program to mod uxtheme.dll).  But they moved away from Arizona and I was but a lowly intern.  I don't think their software is free but I might be able to dig up the reg key generator around here somewhere.
