Happy April fools day.

I don't know if it ever went public but last year we did technically impeach him, but never truly voted him out. Good fun!
I'd personally do as Joe suggests

To impeach is to start a vote for removal.

Example:
The United States government started a vote in congress to remove President Clinton from office, but the vote failed.
Clan x86 started a vote to remove Queen Newby from office, but the vote failed (or was called off?).

Technically, the word impeach has an even looser definition: to accuse. It's a very high accusation, though.

You said impeachment was starting a vote to remove someone, that is wrong.  Impeachment, specifically in the U.S. House of Reps., is simply a majority vote.  It isn't a vote for removal, it's more of what you might compare to a Grand Jury in the regular judicial system.

Conviction of the bad behavior is what removes him, that's another vote.
