x86 on IRC

WRONG!
Halfops can grant/revoke voice and change the topic.

They cannot kick/ban, on any normal IRC server.
rabbit:
Duh, normal IRC servers don't HAVE halfops. But, where they exist, they can kick and ban voiced and unflagged users.
