I believe it's making fun of the old Paperboy games, where a bunch of random chaos always seemed to be afoot.

The newspaper thing at the end is what you get when you lose "Paperboy".

Exactly. The best part about that is that it is NOT staged, if you look at the paperboy's face hes like WTF, lol.
