The majority of people aren't going to risk their job for some random underage drinker, and the majority of establishments aren't going to risk their liquor license or their business.
And the like, jail time that can go with it. Usually a first offense would get you a fine and probation, but jail time is also possible. And if they serve to someone under 18 they will also get charged with contributing to the delinquency of a minor, which can be a felony. At a lot of the bars my mom has worked at it has been a requirement to card everyone the first time, whether they look 20 or 80.

Giving booze to a minor is a felony in NM, as of 2005.
My room mate got cited for it last august, he was cited with the city's version, a misdemeanor.

Well, @ the original point, it'd make college interesting as everyone's smoking that much more. :P

That analogy doesn't even make sense.  Why would a water balloon be especially bloated on a hot summer's day? For your sake, I hope there wasn't too much logic testing on your LSAT.

You know, colleges could still have a ban on it even it's not illegal?  :P
