Why do you think we have to listen to all that rap music on the radio?
Everyone has freedom of speech, even poor minorities. Sure, their voices might not be heard, but that's different from freedom of speech. The homeless man standing on the sidewalk can shout as many blasphemous things as he wants. But no one is obliged to pay attention to him. To be heard you have to be interesting, or you need to have a lot of money.
Funny story -- there's a poor black man in downtown Chicago who stands outside of Macy's everyday. When people pass him on the street (and there's always people passing him) he shouts out on a loudspeaker a reason why they are going to hell. "You're going to hell because you're wearing skimpy clothing," he might say to a girl wearing a short skirt. Or "you're going to hell for having sex before marriage," he'd say to a skanky-looking woman. This guy is literally there at least every day during spring and summer. That's freedom of speech in America for you.
