Orwell is not a linguist. Linguists study language. Languages change! It's the nature of language.

Moral of the story? If you're upset with the change of the word "impact" to mean "affect" you should also be upset with the word "google" being used as a substitute for the verb phrase "to search" and you should be upset with any other semantic change that happens with a word.
