I've used mono on a production linux server in the past without any problems. However, I avoided using any GUI elements and my dev environment has been on Windows with Visual Studio so you'd still have some challenges going that route. If this is a short term project you could download and install one of various virtual machine trials from microsoft and use a free Visual * Developer tool.
