Hello, and welcome to pointless arguing. Today, we will not be exploring the boundaries of morality or progress, but rather simply debating the way in which terms are defined. We could, in order to actually accomplish something, define stealing, and work from there to decide whether or not Mr. Ho's actions were, in fact, acts of theivery, or we could simlpy shout contradicting statements at each other with the hope of defeating the other party.

But you can't explain how it is theft when you hand it to him.

It doesn't make sense to arrest someone for stealing when they didn't actually take anything.  What law might it be that says they are stealing when you (on behalf of Wal Mart) hand him money?

I've explained it. Twice.  You're just being a douche.

Here's how it works.

Say you have $20.  You buy something for $15.  You get $5 change.  Value is preserved, everyone is fine.
Again, you have $20.  You buy something for $25.  You get $5 change.  You don't notice.  It's totally an accident.  You are taking $10 that does not belong to you.  Theft.  The cashier gets written up.
Again, $20.  You buy something for $10.  You get $40 change.  You notice but don't say anything.  You are taking $50 that does not belong to you.  Theft.  The cashier gets fired.

I don't know how to make it simpler.  Leaving a store with more value than you entered with is THEFT.
