Windows doesn't know how to render PSD images; it's an unknown filetype as far as it's concerned. It only knows to delegate the task of opening it to Photoshop. There's likely a shell extension (that might be a bastardization of the term) that does this. Does Adobe change the format of PSD files? Even if they do, it's likely that this kind of software intended for older versions of photoshop will work for the newest version.

Why do you want to view PSD files? Save them as real images. Keep the PSD around to edit, but you should be able to tell what it is by the name. I don't see the practical use..

Hahahah.The entire point of that is that if you made some dinky little image that you don't care if it is very high resolution then you don't need to set it to that. The lower the resolution, the lower the clarity, and the less hard drive space the picture takes. It's a VERY nice thing to have.
