Yes, if everybody on the europe server is from europe, that is true.  But often, people just play on whatever server their friends are on. 

The difference between useast and uswest in terms of lag probably makes no difference.

for me it does

i get 15-31 ping(regularly) on uswest and 79-107 ping on useast

Let's say: My friend and I go on to Europe. We both have 200+ ms pings when in the B.Net channel.
We go into the game, and amazingly there's no lag. Why? Because I'm connected to his computer and he's connected to mine, without first going to europe.battle.net.
