CMOS settings should have nothing to do with that.
If he just recently started getting the problem, it's most likely his CMOS which would need to be reset. Since only gave limited information, such as when the problem started happening, if it ever worked at all, and if he changed anything right before it stopped working.

Well, it's probably just me, because I've had such bad motherboards in the past that I'd get random problems like this that were solved by fixing the CMOS.
I power up my PC and the bios detects my processor WAY slower than it is. 1.4 GHz to 1.1 GHzAny ideas how to fix/what caused this? I already tried clearing my CMOS jumper.
Flash the BIOS. Just remove the motherboard battery and stick it back in. If that doesn't work, then your motherboard is gay.

Often you have to leave the battery out for several hours on some motherboards. Power is stored in capacitors and it takes a while for it to fade.
