So you want to change the bitrate of something so that it's ridiculously low while you're listening to it? I'm assuming this is for guitar practice.
Not for practice, but so I can transcribe the really fast parts so I know what they're playing.
One of the old sound programs that comes with Windows can do it. sndrec32, possibly.
It does it, but it's too eww. You have to convert the file to a .wav first, then you have to open it, and press "Slow Down" like 50 times. I'm looking for something that you can load an MP3 with and just move a little bar to the left to make it play slower.
