That's the scary thing about a DDoS -- there's absolutely no way to prevent it.

It depends on how the DDoS works.  If it's exhausting alll your bandwidth, there's nothing you can do about it.  If it's exhausting your memory/cpu, then it can be prevented with the right technologies. 

Yes, some IPS's can block it from memory-consumption.
