Looks like its a DirectX problem to me.

Update your video drivers. I had a type of problem like this, TSE told me to update and I never had a problem after doing so.

Fixed by updating Video Drivers and DirectX to newest.

It could be one of the following:

 -- OS / low-level software corruption (probably requires OS repair/reinstall)
 -- Bad hardware (video card, obviously).

I really doubt it's hardware as it appears on the screenshot too, but I suppose it could be.  If it persists, I'd recommend repairing the OS.

Try e-mailing nVIDIA/ATI or whoever the hell made your video card.

Are screenshots in WoW hardware or software rendered?  Towelie, try installing FRAPS and taking a few screenshots with it. Try taking screenshots in other games too to see if the same things appear.

I believe that they are hardware rendered.  If he's having issues such as that, something is wrong with the driver (i.e.: he downloaded the improper one by accident).

Not necessarily.  It could be a defective piece of hardware as well.

Every driver I've ever installed won't let you install it if you don't have the device it is intended for in your computer.

I reinstalled my video driver, I have downgraded my video driver, I have reinstalled my monitor driver, I have upgraded my bios, I have used system restore. I am out of ideas!

Have you tried repairing the operating system?  I don't mean system restore; it completely wipes the OS files and reinstalls them.

If it's not that, it sounds like it's a hardware issue.

I think I set the compatability for it or something, it was weird.. I had a lot of free time and felt like trying something new. Heh..

You can't open a 64 bit application on a 32 bit OS... it's like trying to open MS Word 2003 on MS-DOS.  "setting the compatibility" would be installing an emulator, which is stupid anyway.

64Bit applications on a 32Bit OS wont run, period. The OS which predates 64Bit being widely used does not take account for the address space changes in 64Bit and a 64Bit program uses registers which the CPU cannot understand, my guess is an invalid opcode error would occur. Just guessing though.

It's unlikely he downloaded the wrong drivers since ATi uses a universal Catalyst Driver, might be an old version or a beta version of the driver he got, really hard to tell unless he gives more info. I wouldn't get so hasty and reformat just yet.

Go into the Ati Control Center and disable things like Anistrophic Filtering, and Anti Aliasing or check the "Let the program decide for me"  since that seems like a fucked up Anti Aliasing and dissolving issue to me.

Try uninstalling all the video card drivers and reinstalling them using the latest Catalyst Drivers from ati.com and try making sure DirectX is the latest (9.0c) by going to run -> dxdiag. It wouldn't hurt to take some of the Diagnostics test there either.

Post results from all of this

They are already on "Let the program decide for me", and Catalyst is up to date (I have dled and installed it MULTIPLE times). DirectX IS at 9.0c. Theonly reason reformatting seems so good now, is because using my windows xp cd to repair it did the following:

You're obviously missing the point, Towelie.  This is inevitable.  You're going to have to do something (probably buy another part) about this or it's going to persist.  The initial problem was more than a simple annoyance, if you ask me.  It indicated a corrupt (or possibly corrupting) piece of hardware -- it needs to be replaced.

At this point, I would assume it's your video card or hard drive, but it's hard to say.

That's why I don't buy ATI cards. ;) nVIDIA has like, awesome response times.  I emailed them with a problem (on Saturday night) and Sunday afternoon Gmail's like "wurd up brotha you got new e-mail."

I very much doubt it's the hard drive, I think the only thing that could cause this would be the video card.

How could the hard-drive possibly be at fault?  If the hard-drive was sending information wrong, other things would happen.. graphics wouldn't mess up.
