Yeah, the FM broadcaster I bought are illegal in Europe.  Different frequency bands are licensed in the US/Canada and other ones are licensed in other countries.  Just because the 2.4ghz band is unlicensed in the US doesn't mean it's unlicensed in Europe.  There's nothing wrong with that, it's just different.

That is the problem, it's different.  

Everything should be the same as the United States that way it would be easier on us when we travel.

Because both sides are too entrenched to move.  It would be a lot more expensive than buying converters, in most cases. 

I'm not sure who used a different voltage first, but I would guess that the US did.  They always do things differently

Both of the first electrical systems ever put into use (AC and DC) were both put into use in the USA first (in Manhattan and in Niagara).  Thusly, Europe was the first to use a different voltage.
