Yeah, the FM broadcaster I bought are illegal in Europe. Different frequency bands are licensed in the US/Canada and other ones are licensed in other countries. Just because the 2.4ghz band is unlicensed in the US doesn't mean it's unlicensed in Europe. There's nothing wrong with that, it's just different.
There are more travelers from Japan and China than from the US, IIRC.

It would be a lot more expensive than buying converters, in most cases. I'm not sure who used a different voltage first, but I would guess that the US did. They always do things differently (Feel free to prove me wrong)

Thusly, Europe was the first to use a different voltage.
