I dont see how what would work considering you put in a fake "From" phone number & the "To" number isnt connected to the IP (in theory)

Are you talking about Caller ID spoofing?

When you phone somebody, your Caller ID number is sent to the other end as an inaudible sound that the phone on the other side can understand.  It's possible (and, I'm told, easy) to spoof that number (see also: orange boxes).  That's all this really does.

I also noticed that it would display the real person's name if you put in a valid phone number.  I put in a random phone number (with the same area codes as my state/town) and some name like "Ben Dover."  The phone number showed correctly, but the name was someone who lived in my town.

There must be some database with registered phone numbers or something.  If there's a discrepancy between the reported name and the stored name, it replaces the reported name with the stored name.  Either that or the reported name is irrelivant and it is always replaced with the stored name...

Also, if the number is unrecognized/unregistered, it may display it as Private name. That's what happened to me. Maybe the person's phone number was private, I suppose that's possible.
