Yeah, Mencia is pretty funny.  I prefer Chappelle over him, though.

Arabs: We blew up two of your buildings
Mencia: We blew up two of your countries

Genius.

I will admit, nearly all of his jokes involve racism to some degree, which gets annoying.

I find his stand up to be halarious. His show..is alright in some episodes. Some of them are plain stupid.

Mencia and Chappelle both have their strong points. Chappelle is just stronger in his strong points. His latest episodes fuckin' suck, whereas Mencia's latest ones were pretty good.

I'd bet that you're currently bloated like a water ballon on a hot summer's day.

That analogy doesn't even make sense.  Why would a water balloon be especially bloated on a hot summer's day? For your sake, I hope there wasn't too much logic testing on your LSAT.

He took jokes from a decent standup special and murdered them over and over again in several 30 minute shows. They are the same old played racist jokes that just stopped being as funny as they were, which was minimal in the first place. It's just Comedy Central thinking that they can take another racist comedian off of stand up and give him a show and will get the same audience. It's just not true, Chappelle had a certain unreplacable charisma that Mencia can never live up to.
