The claim of support is a ruse to maintain constituents. He supported the bill whole heartedly early on KNOWING more money was needed. Now, when people need extra money more than ever, he doesnt want to fund it fully. And what does that mean? It means not only have passed white presidents discriminated against the blacks, but now our first black president is perpetuating that policy.
