If I was to buy a card that is only AGP 8x compatible, how it would be affected if I ran it in AGP 4x?

I believe the card should be bumped down to 4x by itself... but I don't know much about that.

No, ATI has a history of really shitty Linux support. That just shows they don't care about anything besides the bottom line. All they have to do to support Linux is release the source for their driver (like nvidia and the other major brands have done), and it would be included with the Kernel, and they'd have to do nothing more. Well, my ati card works more then well with the drivers that come with Slackware, and who does high performance linux gaming anyway?
I do. Newby does. Probably anybody who intends to use Linux a lot will.
Slackware doesn't come with ATI support by default, you have to install a proprietary driver that only works with older ATI cards.
Run glxinfo and find the direct rendering section:

That'll tell you if you have proper support, or plain 2d support.
Agreed with everything Ron has said. Infact, I spent ages installing those damn drivers. Seriously they suck balls! A Geforce 2 is better than my 9600 on Linux :/
I'm not going to be using the card for LINUX gaming, folks.
But eh, I've decided against buying this [and my brother told me not to, he said he might pay for a computer when he leaves the house cause I can't get no job for a couple years].
