No, if you look closer you see the line surrounding the "Disk Usage 1337Mb", it's not like that anywhere else on the image.

I know and recognize what you're talking about, but I don't agree with your reasoning for its existence.
It's because mspaint is crappy at encoding JPEG's. Here's another example. I simply painted the background gray and made a red rectangle and saved it as a JPEG:

As you can see, the strange coloring around the line exists here too.

Yep. Alternatively, you can sometimes tell it's edited by the same affects appearing ON the letters and/or the coloring varying on the letters/suspected area very slightly. These are just sorts of distortions that happen in the JPEG encoding. I haven't studied it much, but I've noticed it's there with MSPaint.

MSPaint's PNG encoder is awful too. It makes them much larger than they could be if they were encoded using another application (IE Photoshop). I will admit they look a lot nicer than their JPEG images, that's for sure...

That's what I was goin' for. I could care less about size, I'm on cable with a ton of hosting space (<3 xar) and don't care if 56kers can't see images that fast. :)

Yeah, its GIF encoding sucks balls too. I don't think you can encode a bitmap incorrectly without fucking up the colors, so I guess it does that correctly!
