What's "smarty"? 

Are you sure that's not a carried-over April 1 joke?  I don't trust much hacking at the beginning of April. :)

Smarty is a templating engine for PHP.  Ask Warrior for a better description.

That's what I thought too, but it's not on the wikipedia site, and no references to it anywhere on the PHP site.  I don't think they'd go talk about the Muslim Prophet that way either.

As Rabbit said, Smarty is an incredibly versatile template engine for PHP.  It supports template compilation (for faster parsing/script execution when templates must be rendered), template caching and a nifty feature called template configuration settings, which is explained in a basic manner by its name.

Perhaps their server went down for maitenance or something of that nature.  Also, most subdomains on the php.net domain (other than the ones that specify a mirror, such as us2.php.net) are hosted external from the PHP infrastructure, I think.  PEAR is another one like this (which, incidentally, seems to be working fine).

It was hacked (there was a defaced page up earlier but it was taken down)

Hm, thanks for clarifying that.  I really dislike people who pointlessly take down things like this.

When I replied, it was defaced.  So I assume it was when Blaze posted, too.

Aah, I see.  It's a bummer people do stupid things like this.  Maybe they just killed the DNS A Record or something.

Chances are, it wasn't an April Fools joke, and smarty's host took its insecure server(s) offline to fix vulnerabilities before serving more webpages.

Well, I checked a page on their site, /download.php or something, and it was the normal one.  So I guess it was their actual site.  Probably a CGI or PHP thing.

Even if it was www.php.net, PHP still wasn't hacked, PHP's site was!

But that's unknown, so you're right. :)
