Title: Has any one heard of this?

Has any one heard of this "Net Neutrality" thing? As far as I have heard it's a bill trying to make it so the large ISPs can't [basically] censor the internet. I'm not the most well read on this subject, I was just wondering if any one else has heard of it and what their takes are on it.

Correct me if I'm wrong, but wouldn't fixing this be as simple as changing your DNS settings?

It would seem that filtering through packets to reroute destinations would take an enormous amount of processing power that these large-scale ISP's wouldn't be willing to sacrifice.

Uhh it's more like... those providers capping bandwidth to certain sites that don't pay up or something like that.
