It's a zip file. Just copy all the files inside the ZIP file into your WoW root (same place as WoW.exe) and run the updater exe.

IIRC you don't have to copy them all to the root directory, I copied mine to the desktop and ran the updater.
I tried running them from a folder on my flash drive and it complained that it couldn't find WoW.exe, so I figured it had to be in the folder. Oh well.

As already mentioned, it doesn't matter where you extract the files. It probably has to be on the same drive, though.
First of all, The blizzard updater will check it's current directory for WoW, if it can't find it, it'll look in the Registry. If that fails too, patch == fail.
