No, if they have both feet on, they won't get shocked. The way I learned it is, electricity finds the shortest path to go through. Since you have both hands/feet/talons/pedophiles on the power line, it bypasses you because it would be taking a longer route or something. I might be wrong though, that's 6th grade Earth/Space Science :).

As long as they don't touch something to allow the electricity to flow into (ie another power line or the ground), they're uneffected. A human could hang by the power line without any sort of problem as long as they don't touch anything else.

No. As Duece already explained, electricity flows in such a fashion that it travels the shortest distance possible. If presented with two paths, electrons will flow through the shorter of the two.
