where you get a bunch of piece to rotate and complete the network? Kinda like that pipes game except with computers and network cables?
I'm pretty sure it's not the one you're looking for, but there's a game like that included in "Simon Tatham's Portable Puzzle Collection" called "net".

Windows version: Pipes from the microsoft best of entertainment pack 3. Almost as fun as Chips Challenge.
Loopy is easy, once you get going. When I was in school, I'd print off pages of 20x20 loopy puzzles and do them in class. In pen, because I'm cool like that. It's so addicting! And I don't know why!
I also beat "tangle" on 30-points. I think I took a screenshot somewhere, but I lost it. Ohwell.
That's still the best puzzle pack!

Chips Challenge was awesome... but Pipes is different than this game :P
