That's what the government does to get better deals out of microsoft.

It works something like this:

Government: We're moving to linux!
Microsoft: NOOO!!! DON'T GO!!! WE'LL GIVE YOU GOLD!
Government: Mkay, deal.

No, Microsoft is too cocky for that.  Instead, they say, "Fine, move to Linux.  We'll be right here when you come crawling back."

Dunno, I've heard of it happening a bunch of times before. I think that it would be worse for them to lose all of that business than give them a 10-20% discount.

They wont budge. They'll probably give it cheaper to a competitor.
