Title: A rogue "Programs" folder...

in my Start Menu.

If I try to delete it, it starts to delete everything in my Start Menu.

There is no "Programs" folder under my name or All Users.

Solve my problem! :(

It "acts" like it's in my user's Programs folder (the right click context menu is different depending on global/local Programs folder from what I've found) but it's not. :(

Fixed it. Changed to the classic start menu (holy shit it's hideous) and changed back.

What theme is that? Is that the default one that Vista comes with?

Yes.

It seems to re-occur whenever I install software. :/
