That doesn't necessarily mean anything, though. I've seen serious videos categorized as "Comedy" before because they were presented in a humorous way.
That said, I only watched the first few seconds of this video because the guy looked and sounded really annoying. So my opinion may be totally meaningless and wrong (unlike usual)

Well, considering there are other videos under that account that feature the same person doing normal video blogging (where he doesn't sound socially inept), I'd say it's supposed to be funny.
