The Canadian authorities have been trailing a drug dealer named Will Hoop, trying to catch him with large amounts of unaccountable cash. over and over, Will boards a plan and adds to his Swiss bank account. Each time he's about to leave, he is searched. All he has is the clothes on his back, his sunglasses, a wallet containing several hundred American dollars, credit cards, and loose change. He also carries an overnight back which has a change of clothes, toiletries, and banking papers. Will is managing to take a fortune out of Canada right under their watchful eyes. How's he doing it?

Possiblility: He HiJacks the plane like a terrorist and sells it when he gets to Swiss Terriotory?

I am really noting how the wording is carefully put. "Will is managing to take a fortune out of Canada (right under their watchfull eyes)." So is he like shipping it on a ship. Or maybe he goes to the Swiss and ranks up a huge bill on his credit cards and then we he gets back to Canada he pays them.

Back to the riddle, he unrolls his toilet paper almos all of the way, and then puts money on the one-ply, and rolls it back up, leaving the top layer money free. Or, he says that the money is his toilet paper, remember it is canadian money.

For the most part... "toiletries" means stuff like toothbrush... toothpaste... floss... comb... razor... etc. but I guess he could bring toilet paper... if it's stopping at some third-world airport... on a thirdworld airline...

It's a lot of money, I don't doubt that, but I didn't look at it as if he'd been doing this a long time so it didn't seem too whatever to me.

You can't spend any amount of money in a day, and I highly doubt deadly could spend 6 billion in a day.

It would take more time to negotiate that than a single day, and a lot more money. Bill Gates has many billions of dollars, and we all know he would buy the internet if he had enough money. I mean, hes bought everything else. =p

Exactly, and banks in general don't hold much money so you'd have trouble actually getting the money. My grandpa tried to cash a $50,000 check the other week, and (combined) all of the bank franchises (Bank of America, I think, or maybe Suntrust?) in the city had less than that.
