It won't curve it, but it would definitely make it somewhat safer. Think about it, would you rather have them brawl it out no protection, no rules or in a ring with a ref?

Some problems are far too big to keep controlled, some hospitals instead of dealing with heroine addicts will give them a fresh supply of needles instead. If they can't cure the problem all together they can at least try and take away a bit of the sting from it. Some of the issues are too widespread to be able to take down in one easy movement.

That is true -- my city gives away free crack pipes.
