Video Card Recommendation

Getting a low frame rate in WoW is aggravating ( anywhere from 8-16ish ) and I'm looking to push something a little higher.

Budget isn't too big of an issue, but I'd rather get more bang for the buck ( der? ), I don't need anything super-fantastic, just something to get rid of the POS it came with.

Pick up an Nvidia 8600 they usually run less than $200 and perform very well.

You may also want to pick up some more ram.

I bought a nVidia GeForce 8800 Ultra.  I highly recommend it if you have way too much money lying around or you know somewhere you can buy it cheap.  :P
And like a fool I believed myself, and thought I was somebody else...

Build your own computer if budget isn't much of a problem.

I'm using a 8800 GTS.  It's done extremely well for me.  I can run the newest games with the graphics cranked with no jumpiness whatsoever.

The rest of the beef is an Intel Core 2 Quad Q6600 and 2 GB of RAM, in case you care.

He certainly doesn't need all that to play WoW... hell, my $400 Dell can run WoW without lag.

I would recommend just upgrading your video card. I'm currently running a 7600GT and it will run WoW fine without lag. It runs BF2 fine, and that game requires a lot more juice.

I know.  It wasn't that expensive, though.  The tower with the majority of the required parts was something like $1,100, which I think is pretty reasonable.

I wasn't recommending he go balls out on every component; I think it's wise to purchase things that are "better than average" (but not ridiculously awesome) if you plan to use it for a long time, though.

To be more precise, I was running Bioshock with the graphics cranked with absolutely no latency, and this was with BOINC running at full blast in the background.

I can run BioShock also on default settings (medium or high) and it played fine. It depends on what you want to spend and what you want to do.
