I have the same problem. I'm running a laptop and a 3-button microsoft mouse connected through USB with no scroll. It's hellll. =(

Change "PS/2" to "USB" in your xorg.conf file. ;)

So uh, now my middle mouse wheel isn't working on reinstall.  It could be the really shitty mouse that has a stingy wheel, but it's just fine on Windows..
