Well, I have descided that since I wont make an alt on my new server, and just make them on my old one,  I will get a tiger mount. I figured I need 1310 stacks of runecloth, well 1307 minus the 60 mageweave etc. This will take me a long long time :D

Asuming you're 0/3,000 Neutral with Darnassus (which is never true with any Alliance race as far as I know), you'd need 900 stacks.  819 if you're a human.

I thought it changed to 25 when you hit 60 :-/

I'm not sure; I did it pre-60 on Larinda.

Check the level of the Runecloth quest.  If it's 54 or lower, then yes, there's reputation reduction when you're level 60.
