hopefully this passes but it's definitely an uphill battle. kudos to Paul though. won't really affect anything except those in California, but at least it's a start to decimalization at the state and local levels, which is what is needed.

cultivation would still be illegal, but the not-for-profit transfer of already cultivated marijuana would not be.

Kind of how coffee shops in Holland and even medical clubs work, they have it...but how they get it is a pretty big gray area.

All it really means is that people can't get in huge trouble for personal use. Sort of a hack (kludge?), if you ask me. :)

You can't buy cigarettes here till your 19 (This includes your parents giving them to you, or any other way of obtaining them), but you're allowed to be in possession of them/smoke them at 16.

Here, in Oregon, it's similar; but we can buy them at 18.

This is sort of off-topic, but there's a bar where I went to college where every bartender except for one (and at that, only right before he got fired) would allow anyone with a college ID to drink, except in exceptional cases. These exceptional cases have been, in my experience, limited to non-regulars who showed up drunk, crazies, or people who otherwise seemed untrustworthy. Generally, it has little to do with age when someone gets denied.

It's sort of an unwritten code that, as long as you're not a high risk for causing the cops to show up, you can drink. The regulars go pretty far out of their way to neutralize bar drama before it gets out of hand - there were a few times that bar fights should have broken out, but didn't 'cause we'd rather be drinking than talking to cops. Last weekend, there was some '08 rand that got up in the bartender's face while he was trying to break up an argument, and something like half of the people there instinctively jumped him and threw him to the curb.

While there are some places that will serve underage, I think the majority will id. I've tried buying drinks several times, and have been denied all but two times (and one of those times was in a gas station and my friend knew the cashier). The other time I was in a club on penny beer night, took off my X's but didn't have a 21 wristband. The bartenders were busy and I tipped him $5 on a 1 cent beer, so he didn't really bother to check and I kept my hand in my pocket. After about the 7th or 8th beer that I bought, a bouncer asked me to leave. The last time was on my birthday at that concert, the girl I was with had bought me two beers and she wasn't id'd so I thought maybe I'd be as lucky...went up there, while holding a beer and tried to buy another one. Unfortunately the person that didn't id her wasn't the person that id'd me...and I got id'd and denied since I "didn't have it."  My first time was last summer on a plane ride to Florida. Cocktails were free so I asked for a G&T, was in return asked for an id and got a Dr. Pepper instead.

The majority of people aren't going to risk their job for some random underage drinker, and the majority of establishments aren't going to risk their liquor license or their business.
