Scary stuff. Some cities (including my own) refused to release complete records.

I especially like, "...emergency wiretaps remain highly secretive, with no requirements for police to keep records or report on their use."

I can see using a secret wiretap in a true emergency like a kidnapping case where the police don't have time for a judge's permission. The problem is they don't need to keep records of what they're doing. There needs to some over sight.. Emergency wiretaps not requiring permission before they do it should still require a review/report after it's done.
