Noggerfogger is a potion you get from a goblin whos last name is noggerfogger in Gadetzan.  I belive you can start getting these at level 44.  The potion will turn you into a skelaton, which is awesome.

Noggenfogger has three random affects:

Skeleton
Shrinking
Slow Fall

Deviate fish have tons of effects, including shrinking.  I've been a shrunk gnome, I was up to this NE's knee. :P

This is the staff I (the midgit smaller than the Gnome) I was using in that screenshot.

Illusionary Rod is a nice staff, though.  It's starting to get a little "out of date" when you're the level that Vandum was.  I actually knew him pretty well.  He was the first 60 mage on my server (I think) and also the first to get the tier 1 (Magister's) set.  He stopped playing a few months ago because his wife had a child.
