No, not always. They might lose them, some other shit happens. I've been waiting about 6 months for my Brother rebate, and previously had many rebates that did not come back.

Happens to me all the time at Frys. Its bullshit. A External Harddrive 800 MB went for like 300 after mail in rebates. Iam still getting letters in the mail saying that it will be coming soon, But take the time to spend your rebate at Frys.
