Well, your professor is just trying to pass as many people as possible to make him/her look good.
I should have mentioned this earlier, but he doesn't seem like the type to do that. He's 10-yeared, so he doesn't have to worry much about being an incompetent professor. Plus, he's mentioned several times that he thinks professors who don't do their job should be fired, regardless of the number of years they've been there.
