What is the best way to approach this? Haven't done web development in a few years, but it seems to me its basically a public guest book with a rating system? If anyone wants to talk about the project and is perhaps interested in coming on board as an engineer, PM me.

It'd be simple enough to create from scratch if there isn't another option.  What else would you want it to do?

How quickly are you hoping to have this done?  Are you hiring?
