Valve's ANTI-Cheat program is a good step, another is having AMX mods to appoint all x86 members Administrator priviledges on your server, allowing them to ban anyone and everyone at their whim.

The best way to prevent hacking is to not allow connections to the server.  That'll show those hackers...and gamers...

Dude i have amxmodx on it and valves cheat, and i asked if anyone wanted admin powers. Now tell  me something i dontknow :-), but thanks anyways <3
