I'd love to hear what you base this on.  Assuming you have only one processor, one video card (by far the 2 most power hungry components actually powered by the PSU) and a sane amount of internal peripherals, 350W is plenty.

I was just throwing numbers I'd heard elsewhere out there.  I'm by no means an expert on this subject. :)

I checked the power supply and it is 375. but I think i have another one laying around.

My motherboard itself lists 350W as it's bare minimum assuming regular use, and it comes with integrated graphics, I'd assume that a video card would put additional stress onto it.

It's not like PSUs are not cheap, you can always have more, but you can't really afford to have less.

Lol, your motherboard does not consume 350 watts of power.  Your motherboard itself consumes very, very little power.  A very high end CPU might hit the 150W range (not overclocked) and an extremely powerful video card might hit 100W (again, not overclocked, no SLI or CrossFire or other multiple card configuration).  Hard drives will consume a maximum of about 25W apiece, though they are getting lower with green tech being hyped (SSD drives are much lower in most circumstances).  Optical drives consume more power at peak load, but almost nothing when idle, so I usually exclude them from calculation (your CPU will almost never be peaking at the same time as your optical drive).  That just leaves memory, PCI devices, and USB/other external peripherals, all of which contribute minimal amounts.

If you want a good calculator that has results very close to my own calculations, try Thermaltake's.  Most of the hype regarding wanting a 'more poweful' PSU is drawn from a trend of poor quality PSUs 5-10 years ago when barebone machines were popular.  Because these PSUs were of low quality, they did not handle peaking very well (booting your computer is actually a peak time since voltage regulation logic has not yet initialized) and therefore gave the impression that the user needed a higher power PSU.  In this circumstance you actually need a higher quality PSU.  I'd take a $90 400W Thermaltake over a $50 600W no-name PSU any day.

If you're willing to spend a little more, this card is probably a step up for about the same price.  Only problem is, it requires a 6-pin power connector.

Also, make sure your power supply is powerful enough to support your graphics card.
Probably want to check the amperage on the power supply too.

Yes, it's not really a problem unless he doesn't have the adapter.  I'm pretty sure most video cards come with them now though.

Seeing how most computer manufactures don't put very big psus in their computers, it still wouldn't hurt to check.  I don't know a lot about electronics, but I'm pretty sure you don't want a psu with 12amps on the +12v rail powering a setup that consumes up to 15 (not saying this is the case for him).

He does have a point, though; a 350W PS can not deliver 350W at 5V. It's a maximum power output, total.

I think I will build a new computer from scratch. over the summer when I have money.
