It was when I was spamming lifetap (and anticipating the demand of a heal from my friend!).  I wasn't using any addons except for the packaged Blizzard ones.

Yeah, seems like a totally colloquial term.  They could have said "I'M BURNED OUT DUDE" for lack of rage with the same affect lol.
