Yeah, that indicates that it's either fake or somebody framed it in a funny way (with the dialing in front).

It was pretty clearly recorded from his end, since you can hear the ring tone and some of his talking when he dialed 911 (which he didn't, since you can hear an autodial of 8 or 9 numbers...).
