Edit your settings, change the BNLS server to "jbls.org" or any of the other JBLS servers that are up; you can find a status checker at www.jbls.org

It looks like you have an ip ban, where blizzard temporarily disallows you from connecting. Try waiting a few hours or a day then trying again.

Does it actually refuse to accept()? I thought it accepted the connection and then booted after sending the protocol byte; thus, the difference between "connection forcefully rejected" and "connection reset by peer."

No, if you're IP-banned it'll accept your connection then immediately terminate it. However, due to timing, JavaOp tries to send the first packet before realizing the connection disappeared.

Sorry man, I gave you the wrong links to download the plugins.  Download from this link, and replace the plugins you are using now, with these ones.  These plugins allow the bot to work with blizzards new patches.  If it is still not working after you have done that, then I don't know.

Edit:
Maybe someone should update the download links on the download page to the correct plugins?

I think the links on the main page are right, now. I fixed it a month or two ago.
