I loled look at how many people come out of this van. This is a reason why I want to be a border patrolman. Poor guy in the car is going to get fucked over insurance wise.

Not likely; that video shows pretty clearly that it was no fault of his own. His rate may go up slightly, but he definitely won't accrue any points.

Wow. 

I mean, I've heard/told that joke where there was a car accident down by the border involving two vans and 96 people were killed, but it is so much more effective visually.
