Of course, if he gets the approval of 2 leaders, Xex can rejoin. 

But I doubt he wants to. 

And I doubt he'll pass the member vote -- Networks left without being a jerk about it, and even he failed reentry.

Yes, I've talked to Darkness a few times in the last month.  He expressed no desire to resign, but I didn't ask either.
