Anyway:

A horse is tied to a 15 ft. rope, and 25 feet away from him there is a bail of hay. Even under these circumstances the horse manages to eat from the bail of hay. How?

You said the rope is tied to the horse, you didn't say ANYTHING ELSE that it was tied to. Meaning that there's just a noose around the horse's neck and dragging rope.
