No, he didn't. He installed software on a computer that he wasn't supposed to.

Cuppy installed stuff on a library computer and they prosecuted him.  He got expelled for being a criminal.

I've never been to the Baraboo Public Library, but in Columbus its all dumb-terminals booted from a server in Madison, running, by the looks of it, Linux or UNIX.
